I didn't look there, but I'm pretty sure not enough as the star wheel is inside the rotor/drum itself.

I tried up to 1400-1500 rpms and it held okay, so I'm assuming it should be fine for the inspection. The inspection procedure doesn't actually specify how many RPM's it should hold, but last time the guy mentioned 1500, so I guess I'll see tomorrow.

If I had adjusted the shoes even further out, they would've probably held even better, but would've been dragging all the time, so I left them so where the rotor still turn somewhat freely.

2. Inspect Parking Brake for and reject if:
<dir> a. Motor vehicle is not equipped with a parking brake.
b. Operating mechanism, when fully applied, does not hold the vehicle.
c. Actuating mechanism is not fully released when the release control is operated.
d. Any mechanical parts are missing, broken, badly worn, or not operating properly.
e. Pull cables are badly worn, stretched, frayed, or not operating freely.
f. Parking brake will not hold the vehicle in place when, with the engine running, the vehicle is placed in forward gear and the engine is accelerated enough to cause a pull on the braking mechanism.
</dir>

Around here if it holds at 1300 we're okay. So I'll assume it's a fairly standard test. Looks like you'll be okay.

Yup. Just got it done a couple of hours ago. Good to go for another year again.

They did complain about the windshield wipers, though. Said that they would need to be changed to pass inspection. I was kind of surprised to hear that as I put new ones on last fall. I guess they were out for money as I didn't want them to do an oil change while I was there.

I told them to go ahead and change them, but I guess they didn't and I still got the sticker. Didn't pay for them, either, so I'm good.

Wiper blades are supposed to be changed at most, every 3 months.

Perhaps I should clarify. Most wiper manufactures say to replace them every 6 months. I am the one saying they should be replaced every 3 months. I base this totally on personal experience and occasional wiper inspection. Starting around the 3 month mark, close inspection will revel small cracks starting to form in the rubber. Cracks can lead to tearing, and tearing can lead to wiper failure at the worse of times along with scratched windshield glass. To me, for less than the cost of an oil change, it was never worth the risk to keep wipers on more than 3 months.
