That is called the weep hole. If it leaks, that means the pump is going bad. There is a seal or bearing inside that wears out and water will pass by and out the weep hole.
The bearings were so loose on my FE's water pump the fan looked like it was
going to fall off. It happened pretty quick, once the bearings "had enough"
they went bad quick. But it didn't leak a drop. LOL :)
My experience with other brands' designs have been just the opposite, the
bearings seemed fine but the seal leaked anyway. Anybody else, or just me?
what does that mean exactly if it is leaking from there
It means you are leaking coolant and your water pump is bad. It also means that if you don't replace it, worse things could happen, like overheating your engine and ruining it or even the fan moving forward and going through your radiator.

Same thing happed to me...I guess the "weep hole" doesn't work so good on the FE pumps.
What happens is two things. The water seal itself can seal well, while the bearings go bad. Or the seal itself goes bad first from sitting, and usually not the seal, but the surface of the cast-iron impeller rots.
One more little thing with the stock system is unless you've added a recovery tank you can't fill the rad to the top or it will be pushed out the overflow tube. Or you must only fill it to about 1.1/2"-2" to the top with coolant...Most auto stores have the little plastic tanks with a sealed type cap and hose. for about 10 bucks...my 2cents

Good call... the top of the radiator IS the expansion tank. I had a radiator support from a junkyard donor truck that still had the stock sticker on it. I believe it said something to the effect of filling the radiator just so that the cores are covered with coolant.
