I have a 97 ps that starts fine and idles with no issue. The problem comes in when it is cold outside usually below 30 F. When accelerating all is good but then when at lower speeds power will fall off. Jab the throttle and it comes back.
The truck is all stock, All filters and oil just changed.
Could this have anything to do with the turbo gate valve?
yep thats exactly what it is, when the truck is warm just unplug it so you dont have to worry about it closing, it closes to keep the truck warm and temperatures up, whether its efficient or not can be debated, but id say 95% of us on here have it unplugged,
I give another vote for Exhaust Back Pressure Valve (EBPV) if you search this forum you will find a ton of info....mostly to disconnect it but....I see you live in Alaska, if you are driving in extreme cold temps you may want to keep the EBPV, it speeds engine warm up times. It will also keep more heat in the engine if you let it idle for long periods.
Also, you could put a switch on it so it will only activate when you want it.....like the picture c00nhunterjoe posted above.

oh yeah if you go from a stop, get your rig rollin, then let off the gas and flip the switch, you can acceleration in gear just like a stick, just let off the pedal part way when you want it to shift.
