E40D shifting hard with OD on

E40D shifting hard with OD on
I have a '96 F250 wit the E40D transmission and recently it started shifting hard. I changed the fluid and filter and it was still shifting hard. I did notice that it shifts fine with the OD off. But with the OD on it shifts hard and keeps wanting to go into OD even at low speeds.
