Yep, check the ground. It's either the ground connection on either the bulb connector or the attachment of the wire to the frame.
If you're in low beam, the current follows this path: Power from the switch - low beam filament of dim bulb - high beam filament of dim bulb - high beam filament of bright bulb - ground.
Having all three filaments in series makes the current real low and that's why the bulb is on but dim.
