You seem to have trouble with Cylinder #2. Here is a link to the code list that I have access to. P2269 is not on here so I don't know what to tell you.

The P115A and P2269 DTC's are likely the cause of your P0266 DTC and possibly also the cause of your no start condition...

P2269 - Water in Fuel Condition

Description...

The water in fuel (WIF) sensor is monitored by the powertrain control module (PCM). If the PCM detects water in the fuel, the DTC is set and the WIF indicator lamp is turned on.

Possible causes...

- Water in fuel condition
- WIF circuit short to ground in harness
- WIF sensor

P115A - Low Fuel Level (Forced Limited Power)

Decscription...

Fuel level information is sent from the instrument cluster to the powertrain control module (PCM) on the communication link. If an excessively low fuel level input message is received by the PCM from the instrument cluster, the PCM limits the fuel rail pressure (FRP) and sets DTC P115A.

Possible Causes...

- Empty fuel tank
- Fuel conditioning module circuitry
- Fuel tank control module
- Instrument cluster
- PCM

P0266 - Cylinder 2 Contribution/Balance

Description...

The powertrain control module (PCM) monitors the crankshaft speed and acceleration for each cylinder event. The DTC sets when the acceleration rate of the crankshaft is below or above the calibrated value.

Possible Causes...

- Base engine concerns
- Valve train assembly
- Fuel injector
