Well, I finally caught up on reading a weeks worth of B/S posts.

else we just threw away the non-refundable course fees.I didn't notice anything on the DMV & college sites about such a restriction.

I don't know the regs. now but I got my motorcycle license @ 16 without a car license first. (in other words it was not a "type M" endorsement on top of a regular license)
But back in the dark ages I could get a permit @ 15 1/2 as well...
The MSF course is a worthwhile investment.
