tranny locked up

what does locked up mean, when someone says they transmition stays locked up longer on a DP tune. what does that mean? or when they talk about it locking in and un locking?

I believe that you are referring to the torque converter lockup.

so what does it mean when the torque converter is locking and unlocking, what is actually happening

There is a clutch in the torque converter. When it applies it locks the input and output of the torque converter together, eliminating any slip.
