We call it the miata bar, but it's a shapely say 1.5x2.5" bar that connects the two front shackle mounts. If you look in the wheel well, there is a rather ugly and dust collecting bracket, that's it.

Hummmm...Previous owner must have removed mine. Don't have anything between the shackle mounts except....the bottom of the radiator
There was a break in old hanger kits. I want to say it was early 99 vs late 99. The late had the bar attached to the kit. My 2002 has bolts holding down, so perhaps the after 99 were removable.

Then they must have went back to welded in for 05 up. I'm pretty sure I remember the newer trucks not being removable, but my 04 and 02 were.
I checked underneath and all I see are two heavy duty tabs (for better words) each with two holes drilled in them welded to the frame about 6-8 inches aft of the leaf spring perches. Is that where they mount?
No, those are for the sway bar mounts on the 2wd trucks. The same base frame is used for both drivetrains. The mounts are on tabs farther up on the front spring hangers
