Yes unplugging the EBPV will stop the sucking sound. But bnot sure what Fluttering sound you are talking about. The 94.5-97 PSD don't have a wastegate. Could you explain more?

ok back to the issue, explain more as Tim said, b/c these trucks have no wastegate. the '99-03 trucks had wastegates. also the '99-'03 turbos are bad about surging or "fluttering" at mid to high boost pressures(15-25 or 30psi.) the wicked wheel fixed this on those trucks, but if you have an OBS you already have a wicked wheel so if your turbo is fluttering then you may be in for a turbo rebuild

i have a 99 i replaced the waste gate. the fluttering is when you step on it and i guess its dumping the excess and that happens at high boost when i punch it. wicked wheel... does that replace the wheel inside the turbo. and what is obs

OBS- Old Body Style. Different from your truck. Wicked wheel is a new compressor wheel inside the turbo. The better fix for turbo surge is a ATS intake housing but its a little more $$.

the wicked wheel is basically a compressor wheel for a 94-97 turbo. as tim said the ats intake housing will help a little more, but is more money. the wicked wheel will help and isn't very much $$$.
