My definition for good for 400 hp is that is works good and last a long time. I would say neither of those are true. It doesn't work good at that level cause it will restrict the exhuast side too much and it won't last very long at that level either due to its thrust bearing design.

The D66 (modified stock turbo) is good for around 400 hp but not a straight up stocker.
