when I accelerate recently my engine has been making a louder noise then usual that sounds a little off almost more like the sound when I rev my engine..
also when I hit the gas it kind of lags and then goes up to like 4.5 rpms.

If the old one was reused, then there's a good chance you have a problem with the TC. The TC is what actually connects the engine output to the tranny input. If this fails to transfer the power, then the engine will rev higher than normal. It kind of acts like a slipping clutch.
when it is full of gas this isn't really a problem, which seems odd
Maybe the added weight of the fuel changes the levelness of the truck just enough to effect how the fluid sits inside the tranny. Did you check the fluid level yet?
