They have been talking about this in Oregon for a couple of years. I don't think it will happen because it gives no advantage for having a high fuel mileage vehicle. The plan would be to eliminate the state fuel tax and go with a mileage tax instead (some highway trucks are already taxed in a similar way). The state's vote is primarily controlled by liberal wack jobs driving Prius' and it would level the playing field between them, and us "gross polluters".
Your math is a bit off too. At $.25 per mile x 10K miles is $2500 per year.
Figure a car that gets 20 mpg, and you pay approx $.25 per gallon fuel tax.
In 10K miles, you will have used 500 gallons of fuel, for a total of $125 per year fuel tax.
Now figure one that gets 40 mpg. The same scenario has a total fuel tax of about $62 a year.
The new system will be a windfall for the government, obviously. It would be a 2000%+ increase in taxes. I don't think they are brave enough to attempt to implement it. Stupid enough?? Well, it is government.
And then the cost to purchase and install GPS systems on every vehicle in the state, and have another division of government to enforce and monitor it. I heard 3 years before it even start to pay off.

What would they do about people who either don't have a working speedo so no odo (such as me), or what about people that have larger tires, thus the speedo is off, thus the odo is off (also like me if the speedo worked)???
Would it be considered tax evasion to change out rear end or such, but not recallibrate speedo?

It works off of GPS. Think about the implications of that.......
Easy, take it out leave it at home. or I would actually spend the money and the huge pain in the **** to convert my truck to a 24 volt system so it would fry anything they tried wiring up.
Or, I would hot wire the fuel shutoff solenoid on the ip, then kill the truck, so the power dies, but the motor would still run. Similar to how you can start an old tractor without the key by just crossing the starter.

I'm sure it would be a self contained, internally powered unit. Would not need any connection to your vehicle. And being a GPS type system, they should not only be able to track its signal, but locate one without a signal. I have also heard that there would be some type of interface between fueling locations. Maybei an active signal before the system will allow you to fuel.

Oregon has never joined the other states in the single state I have to pay I belive 13.5 cents a mile in advance. Then if I buy fuel in or. and don't burn all of it in or. I have to pay the state I burn the tax on it so it won't be much different for me. If they do this and you guys buy your gas there and drive to Idaho washington cali these states are going to want there share of the money. So whats next nationwide as far as nobody else beeing able to use the info on the gps how long do you think this will last.
The only GPS that's going in my truck is the F15 that I put in there so I can fly down the dirt roads while others are stuck on the freeway. Implementing a state-issued GPS would be a total pain in the butt in states that currently do not have vehicle inspections system, as those by themselves are a pain in the butt to first set up then maintain... The part I love most about the new federal tax is they wanna call it a carbon tax, instead of fuel tax, yah, like that's gonna make it any easier to swallow!
