I think I just lost my turbo. 3/10/03 build with 144,000 miles. Turbo is orignal and no problems previous to this. Coming home from work yesterday and had no low rpm power. Could slowly get up to 2500 - 3000 rpm and had some power. On the freeway could barley get up to 70 mph. Was slow to get up there. Dashhawk bost gauge showed 28-33 psi then. At 1/2 to WOT, engine sounds muffled. Runs best at 1/4 throttle. I changed air and fuel filters this morning and no change. It is a daily Driver so not sure how vanes could stick all of a sudden.
Can you hear your turbo pitch? Is it changing?
Did you check the I/C boots? Did you check your EGR valve?
Honestly I'm just shooting in the dark, but with blown or stuck turbo the symptoms should be different.
The stuck open EGR valve is much more of a chance....
does it sound like the turbo is chugging, huffing, muffling, or "farting" under acceleration/deceleration? your turbo vanes may be stuck, vgt actuator not working properly, or the unison ring rusted or a combination of rust/soot build up on both the unison ring & variable vanes which could make the vgt actuator not move the full distance of travel it supposed move during driving. do you still have any warranty left, factory or extended? if you do see what the dealer says, it will more than likely need cleaned on the exhaust side via ford tsb 06-17-1. copy the below link to brower has a detailed procedure if the turbo is rusted/carboned up.
here is a wild suggestion if it is from carbon build up find a long empty parking lot that is level put the truck in 1st gear or tow haul mode and attempt to break the rust loose from the turbine assy, this may or may not work, more than like not since you may have a excessive amount of junk built up in there.

I have EGR valve removed and a Plug in its place.
CAC Boots are OK.
No change in turbo pitch. I get a different High pitch at 1500 to 2000 rpm that I did not have before.
ICP Sensor replaced 1 year ago. Dealer replaced. I can't reach it. I had a DTC with that, none now.
Definately difficult to get to on yours. Also note that a ICP sending erratic/incorrect signals will not always cause a DTC. I found this out with mine when I had issues similar to yours about a year ago...
gvandyke: Does it seem like when your turbo begins to spool up, your engine goes quiet (normal exhaust/PSD sound, and then you can barely hear it)? It seems like you can keep turbo somewhat spooled up, but you have to feather the throttle at about the 1/4 mark? But no matter what you do there is no boost/power?
On my 03 truck when I experienced those issues, the High Pressure Oil Pump (HPOP) went south. Had to get a new one installed.
I am limping it to my dealer in the morning. I am almost sure it is the turbo. But Throttle position sensor seems eratic. At 1/4 throttle it will go up to 3300 rpm. WOT takes it down to 1500. I can only get 25 mph out.
I had similar problems as well with lower RPMs at WOT, though not quite that extreme as what you are indicating.
Good luck getting it to the dealer. It was a PITA for me. Diesel Tech at the shop seemed amazed I was able to bring it in with the little power it had (helps to take backroads where I didn't have to worry about traffic).
