From what I can tell from searching here (and there, and everywhere) this is generally a problem with passenger air bag deactivation (PAD) switch or bulb.
But the Crewcab doesn't have a PAD key switch on the dash. Is there a weight activated PAD in the seat on a truck this old? Someplace else to look?
I hope it's not the 'clock spring'. The local dealer wouldn't give me an approximate cost to diagnose, much less fix. Yikes!
Any suggestions where I could start? I hope it's something simple...
I just came across this again because I put a new (used) crash sensor in and am also getting code 25. It looks like this can be from an improperly configured module. Perhaps the previous owner replaced the crash sensor with one from a SuperCab which has the PAD switch and since it doesn't see the switch it thinks there is a problem.
Mine is a SuperCab and I think the sensor I got is out of a crew cab Hopefully the dealership can configure it without too much cost.
I did end up getting a response in the electrical forum. Basically saying that the ECS needs to be re-configured. But the local dealer told me it can't be reconfigured.
They tested and got codes B1869, B1871 and B1890. They said B1869 is a "hard code" requiring replacement of the ECS, $300. Of course, there is no guarantee this will fix my problem, they will re-test and may get new codes.
I have held off to find out if the ECS can be re-programmed or not. My truck is a late 1999.
That dealer is wrong. I have the service manual and it says it can be reconfigured.

I haven't had it done yet, but the '99 and '03 RCMs are different, so we can't swap I already got one from an '01 on Ebay to try and it was different... bugger advertised it as an '03 but the part number told me otherwise. I plan on getting mine configured in a couple weeks when I'm home for spring break.
Short story: Someone had installed a PAD switch behind the dash in my crewcab. It was not configured for a PAD switch.
Longer story: After two dealers advising I needed a new ECS, and one of them unable to resolve by re-configuring, I bought a new ECS from Ford. Installed, and configured, got the same codes. Technician removed dash, there was a PAD switch installed. According to them my vehicle requires one, they said someone must have changed the dash. I was about ready to order a new PAD switch (at their cost) when I asked to install to check for burned out light. Switch lit. Technician got the idea to try it with switch disconnected (I was then convinced I needed it). Problem solved!
So I have a used, probably good ECS and what seems to be a good PAD switch I don't need. But $400 later my codes are all clear!

I went in to the dealership Monday morning and they fixed code 25 for me, cost $46. They just had to configure it to have the PAD switch. Apparently they only show you the most important code though because now I get code 46 which is Driver's Belt Pretensioner Circuit Resistance High. I had my seats out when I did sound deadening a couple weeks ago, so now I need to do some more testing and see if its a bad wire or if the Pretensioner has been bad ever since I bought it wrecked.
