99-04 are the exact same, then they changed to the other style when they changed the grille and headlights.
i.e. you an put a bumper for an 07 on a 99, but then you will need to change the grille to match it up. look in my gallery, i did the front end upgrade, but I kept the old bumper since I like the way it looks better.
My fear of cutting the grill is,if I mess it up, then Im back looking for another one, plus a hood hence the hammer smacking it cause I messed it up!!! lol
Ford stopped making Excursions with the 05 model. The 99-04 had the same front end as the 99-04 Superduties. The 05 Excursion had the front end of the 05-07 Superduties. I think this is what you are asking.
As for the 03 bumper looking like an 05, i've seen many parts on ebay with the year mis-labeled. So if it looks like the newer bumper then it most likely is one.

i had my share of brain farts today, don't sweat it. I honestly recommend keeping the older style grille. they are stronger and they honestly look better with the newer grille and lights.
cut the grille. mark and tape it then use a dremel to carefully trim it. the tape will keep the chrome from flaking off from the cut.
I will tape it, but it is a painted grill, Im going for the Blackout look . If I cant find another bumper,Im going to have my chrome one painted also
