99 Navigator idle issue

i have a 99 Nav with the 32 valve 5.4......runs good until you let it idle by itself....will sit at 400 rpm and fluctuate(up,down up down), then die 90% of the time. When driving,as soon as you let off the throttle, it dies. To start it, you have to goose the throttle and baby it, or it dies. Seems to run out good on acceleration, has good power and goes down the road fine until you let off the gas,then it dies. No o/d light or check engine light is on. I was thinking maybe fuel filter, or idle air control solenoid.......?? Please help!

Try taking off the IAC valve and cleaning it. This solves idle issues 90% of the time.

Its also a good possibilty you will need to clean your air inlets in the side of your throttle body from your EGR, IAC and vacuum to your brakes. You will get a thick oily build up, especially from the EGR in the porting of the thottle body.
