I have a 390 that has an issue at speeds above 65mph. The engine cuts out and sputters until you slow down. Im wondering if this is a fuel pump, or a carb issue.

Did you check the pressure? when's the last time you changed the plugs?
Had a nearly identical problem a few weeks back with my 390. I'd check any rubber portions of fuel line for cracks/leaks that may allow air into the line. Also, replace your fuel filter.
I did both and the problem disappeared. You didn't mention it with yours, but mine ran fine at lower speeds and idled with no problem. It was just choking at anything above 3000 RPM.
do you have electronic ignition or points? If points check your point gap. Electronics could be bad at higher rpms as well. Possibly a bad coil or rotor button and cracked distributor cap. Just things to consider.
