Well, here's my thoughts on Neg rep. I'm sure the person you give it to would probably have a good idea of where it came from, and knowing some people, would just neg rep the crap out of you in return.

I think Neg rep just subtracts from your total. Sorta like,
Pos Rep = +
Neg Rep = -
Neutral Rep = 0
Yes, there is neutral, because I got one once. It was a gray box. The guy left it with no comment at all, so it was neutral.
