In the Netherlands I don't think it's allowed to bolt a frame together, the rules are very strict. Is it also possible to leave the rivets and weld it also together (after it's chemical cleaned)? Or will that also crack?

It won't crack if it is done right. You need to preheat and use a controlled cool down. The right rod or wire in the case of a MIG is essential. Find out what the composition of the steel alloy is and then go on a welding site and find what rod or wire is recommended.
Do you have to weld it? If the rivets are fine can you leave it as it is? Do they require that you have a certified welder do the work?
I'm not sure if the rivets are in good shape. first I will make the frame straight and than clean it. Than I'll see if I should replace rivets or weld it together.
