I bet the HPOP will help. If you get too much "tricking" going on, the HPOP might not be able to keep up.
When I installed a 25K resistor (just for fun, since I was already on the rollers) my truck fell flat on her face. Extreme power loss, lousy idle, just plain crap.
You might hitting the HPOP wall with the ICP Mod and a chip. Sounds like you might want to get a 17* HPOP and try it again.
