On my 2000 X the wiper pump stopped pumping fluid. I can hear the pump engage but nothing comes out. I disconnected the hose by the right fender well. Has little to no volume.
If your weather is like mine, it certainly is not frozen. Those little pumps aren't all that reliable, you got 8 years out of it, it's probably time to replace it.
Before you change the pump...I know you said you disconnected right AT the res...but take a look under the carpet on the FRONT passengers side.
Peel back the TOP OUTSIDE corner of the carpet and you will see an elbow fitting with a hose going to it...mine pops apart about once per year right there and I lose fluid to the front (there's a rear one too but that's a different fitting)...do you have REAR fluid or NO fluid???...
I'd still take a look at that front passengers fitting area...but it sounds by the flow rate...you are headed to a new pump...just thought I'd share a small possiblility...

I had the same problem. Turned out to be a bad check valve.
