wipers only work sometimes?

wipers only work sometimes?
the wipers on my '86 bronco only work when i dont really need them!
or atleast thats how it seems. they work fine one day, then dont work at all or are very slow to start moving on others. it was raining like hell here all day. i got into my truck this morning, reached for the wiper switch and nothing happened. i tried moving them myself to get them started, tapped on the motor....nothing. i did notice this afternoon that there is a weird noise coming from the fuse box area when i turn the switch on. all fuses are fine. im stumped! anybody got an idea what might be wrong? thanx in advance

Do you have intermittent wipers?
The governor is mounted under the dash Under the wiper switch.
Do you have power on both sides of the fuse when the switch is turned on?
