I connected the blue/white stripe wire to the connector and made sure I sanded the dash to baremetal where it goes into it. It still doesn't work. There is 12VDC on the blue/white wire and .6 ohms of resistance between the lighter casing and a known good ground. I know the lighter is good cause I bought it here from Ken. Any help would be greatly appreciated.

Well if you have a good ground and you have 12 volts the only real thing left is a bad lighter
Unless the power wire has a corroded connection or a corroded section somewhere between the lighter and the fuse. I have seen these type problems before, usually in the tail light circuit, you can measure 12 volts but as soon as you try to use that voltage it drops to 0.
Maybe try running a "temporary" new wire to the lighter. That way you can verify the lighter works, and if it does it is a wiring problem. If not you got a bad lighter.
Sparky UDAMAN! It worked when I bench tested it with my 115VAC to 12VDC converter. Installed in dash and ran a test wire and it worked there also. Sprayed some cleaner in the connector but it still didn't work. Re-checked vlotage and it was 12VDC at fuse but dropped to 10VDC at connector. Looks like I just need to run a new wire. Thanks man,
