I went with a top of the line Viair model (link below and it's from a different vendor than what you listed... giving you another choice ).
i bought a Siege Engineering system... the kit price was about $450 IIRC...i spent another $100 or so for misc items to finish...nice Viair compressor(380C as listed above)..3 bells, 3 gallon tank, solenoid, and some wiring was included..
i've had the system for 6 months now and it has proven reliable...the compressor is a little noisy, but not too bad...the horns are definately LOUD...they (and I per sig) call them train horns, but they really are just loud air horns...true train horns are alot more expensive( $1000+ just for bells) and certainly sound different..for the money, the kit i bought was worth it...with the tank and compressor i have, i can always upgrade the bells without much hassle...
there is some work to do if you want a clean install...a solid mount for the tank and compressor are essential...getting all the fittings to plumb it can be a bit of a chore(tip: keep the solenoid as close to the horns as possible for crisp operation)..a good bit of electrical work needs to be done also...
the basics are getting a good compressor(the Viair 380C is a minimum), a good sized tank (so you can run a line for air tools or tire filling if you want), and doing the best job you can on the wiring and plumbing...this can be a fun project to complete..
there's a lot to look at out there and prices really vary with comperable items..it will pay off to shop around or wait for a deal..
$155 a wheel is a pretty good deal... depends on what condition the wheels are in... are caps included?
As far as the air horns... that is a good price... I have H02009A... the sound is a bit deeper with mine than the ones you list. Here's a link to Hadley's website that has all there horn sets with "sound bites".
I installed a set of Hadley 900CA's along with an airtank underneath and tied it in with my airbag system/compressor. I have the in-cab dual gauges and controls that I plumbed the horns to so I can fill the resevoir from in the cab along with a starter switch to activate the solenoid valve on the horns. I do have a small leak that I cannot find but it's no biggy. I also installed a one way check valve so air can't backfeed into my airbag plumbing. They scare the heck out of alot of people.
