First of all let me say that a Powerstroke is non-OBDII compliant. Only certain scanners will work. I have an AE Scantool for my Powerstroke.
Here is a pic of the data link pinout on my truck and the readings I took with both Key Off and Key On Engine Off. If your scanner is Powerstroke compatible maybe you are missing one of these potentials.
