What about the hard starting? Is that how long it takes for the injectors to operate?
No. It should start within 2 or 3 seconds. Can you describe the injector noise you hear just before the engine starts? When it finally does start, does it idle normally?
Does the oil pressure climb steady? or "peg" ? If it pegs then the sensor is bad. I had a bad temp sensor and that is what happened. It would get to a certain temp and then climb very very quickly to the top.

Remember I am inside a van with the dog house off. I can hear everything. I hear a real rapid clicking or electrical snapping going on every time just before it starts.
Just for the heck of it check your grounds. If a ground is loose or dirty you may here some of the relays chattering. As the current flowsthrough the "bad" ground it heats up and makes contact.
I believe the oil pressure sensor is the one on top of the HPOP reservoir and the oil temp sensor is the one on the side.
I understand you're sitting a lot closer to the engine in the van, but I've had my head under the hood during start ups and don't recall hearing these clicks.
I don't think that sensor is your slow starting issue. I agree the clicking sounds more like an electrical issue and that could easily be the slow start problem.
Man! This engine just can't get right. I still can't figure out what caused the left bank on the original engine to over heat so bad it melted the valve cover gasket and stick 3 pistons. The right side is perfect. Now a new engine and I'm scared that the old problems are going to make this engine self destruct.
I have had scaners on this limo coach and the only this that comes up is the oil back pressure problem. Which I don't think is very important. How would I figure out the possible electrical problem?
