you could put the plate on a hinge, or and this would be to much work to be woth it but you could put the plate over the reciver and cut the quare out and put a spring behind it so when you want your reciver you just push part of your plate into the reciver....or just mount the plate on the tailgate or under the bumper again on a hinge (with a spring to hold it down when on the road but will let it swing away when needed)
you could get a custom plate (does your state do those?) with no letters or numbers in the center and then just cut a hole in the plate....not very legal but would work
How about i just do the simple back bumper, license plate in the middle, (2) d-rings on the ends(like the front) and just get a regular hitch for the truck?
I like
option 1: receiver tube in the center of the bumper with a license plate holder to slip in the tube. The down side to this is having to remove the license plate anytime you wanted to tow something. Obviously a major no no on the highway.

option B: put the receiver under the bumper and not in the center of it. Gusset it from the sides and back. You could also tie it in to the frame mounts.
