2004 F250, keyless, program mode questions

2004 F250, keyless, program mode questions
So, i have read many posts on programming fobs, here's my issue:
I unlock all doors with switch on drivers door, turn ON, to OFF ignition 8 times in the ten seconds and the doors lock, BUT do not unlock again and pressing a button on the fob does nothing.
All the procedures I have read state that the locks will CYCLE or Lock then unlock. If my doors do not unlock again, does that mean i don not enter program mode or I do not have the keyless module in my truck?
