California has more stringent emissions and smog regulations. Basically, with those headers, you won't be able to get your truck registered or pass inspection. You need 50 state compliant headers, or "CARB" compliant ones.
Pretty much the only difference is that 50 state parts have been tested and proven that emissions characteristics are not altered with the part. The part may not have any effect on emissions, but until it has been tested and given a CARB exemption number, it's evil in California.

Yeah, I'm quite aware that the state has its issues, wacked out people living in trees, the terminator as the governor, etc... But you'd be surprised that there are plenty of pockets of 'normal' people who actually work for a living, etc...
