I don't either party here is a liar. The configuration of speed controls appears to have changed over the 2004-2008 model years -- at least the way they sell it has.
My 2005 XL did not have speed control. I had to buy the accessory, which came with an entire steering wheel, and pay for the re-flash. I think the wheel was $165 or so.
My 2008 XL did not have speed control, and Ford did not offer it as an accessory any more. However, the parts guy told me that one could now just buy the switches. He ordered them, and after a little haggling about how long this should take the tech, I had them installed Wednesday. Peachy keen.
So...no one is lying here, I don't think, just talking about different model years.

Does this mean that so long as you can get the OEM cruise kit alone, you can do it without buying an entire new wheel? Or is there something inherent with the 2005's setup that you can't just install the linked buttons & have them flash your pcm & have a working cruise control?
I haven't taken mine in for the blinking airbag light recall yet, & am hoping to see if they'll do all that together while they're in there, if all I need is that kit.
This is the part # for the cruise control install. All you have to do is buy this kit, install it in the steering wheel, and have the computer flashed.I had my Ford tech friend do this for me.Parts,at his cost,$35.Flash the computer and install,$65.
