Here is what the Ford Service Manual says, "Check for wide-open carburetor and linkage travel at full throttle. The carburetor full-throttle stop must be contacted by the throttle linkage and there must be a slight amount of movement left in the down shift linkage. Be sure the downshift linkage return spring is connected and the downshift lever returns to a closed position".
That's pretty much it. I have seen some books that say to open the throttle wide open and adjust the downshift linkage so there is 0.60 of free play in the downshift linkage.
I just eyeball it. Open the throttle wide open and adjust the downshift lever so the is still a little free movement in the lever and you should be good to go.
It's basically set so when you push the pedal all the way to the floor, you downshift.
The 0.60" free play means that you can go to full WOT without actually kicking down. If you push the pedal a bit further after WOT, you downshift. He's not saying a 0.60" gap after the pedal is to the floor.... You should reach WOT a little before your pedal bottoms out (or that's how you should adjust it).
When I first got my truck, it had no carpet. When I put carpet in, I had to adjust the kickdown linkage so I didn't have to push the pedal as far down to downshift (because the carpet limited the pedal travel).
