If it acts the same with the actuator unplugged you could very possibly have a bad actuator (about $250 from directfordparts.com) or bad wiring. Is this not under warranty any more?

The 5 year mark was 2/14/08. No more warranty. I have been driving he truck as much as possible to see if it will get any better. The sound of the turbo is louder now then when I first got it back on and it seems to have a broader power band as if I have a little more vane movement than it did. But it still doesn't cycle at idle like it used to and it never sounds like a hair dryer anymore. I talked to a tech at a local ford dealer who thinks it is possible I put too much antisieze in it and it's holding the vanes. I think that's possible. When I had the turbo off I also noticed there is a bit of shaft play up and down. Does anybody think that could be related to any of my problems? What is the allowed shaft play measurement?

I've been driving the truck for the last week now and the original problem has not surfaced. The only problem I've been having is alot of turbo lag. It was almost dangerous. No power until 3rd gear floored. Yesterday I put a new turbo on and the truck runs a thousand times better. However, it still seems like there is a little more lag than it used to have before any of these problems. And it cycles at idle now but doesn't go as far as the blow dryer sound. I have been driving it alot to see if it will adjust. It is alot better but it still isn't the way it used to be. Does anybody have any suggestions?

If you didn't get another '03 turbo the whistle won't be as loud because they changed the exhaust impeller design after '03.

It's the reman from the dealer. It is much quieter. That's disappointing but the old turbo wasn't in good shape. What's important is that it runs right. Almost there. Part number 3c3z 6k682 cbrm. It says "kit turbo reman 2003 f series" on the box.

Glad the new turbo helped - you do not want to drive a long time w/ sticking vanes. One other thing it could be (although it sounds unlikely the more I read your post) is VGT actuator.

FIXED- I replaced the VGT actuator with a known good unit and as soon as i started it the turbo was much louder and it began to cycle. I cleared the KAM and took it for a spin. Runs much better. Almost like it used to. After driving for a couple of days with no problems, i hooked the banks up again. The difference is that it doesn't break the tires loose anymore. It runs great other than that with plenty of power but just off the line it doesn't seem to have the ***** it used to. I took it up the the track sunday and ran a 10.44 with a 2.99 60 ft. The 60 ft just seems a little too slow for me.
