It depends on the placement of the round. A .22 can be very effective. A round in the skull will generally penetrate and bounce around the internal bowl of the skull, thereby, ripping gray matter to shreds. If a .22 round can enter the rib cage area much the same affect will take place. Larger rounds are likely to enter and exit.

In the case of bad placement or the target being a pretty big perp...or high on drugs....well, to your point, it will likely just **** 'em off.
