There is a special tool that you can probably get at any auto parts store, it locks onto the lip/ring at the end of the pulley and you just tighten it down to pop off the pulley, once you see the tool you will understand what i'm talking about.

The "metal curves" is an attempt by ford at a power steering fluid cooler. With it attached to the front of the cross member covered in oil, dirt and crud I don't think they do too much.
