Your picture, the end you have there is as was mentioned, thats the intake side of the vent. You have a little filter inside the air cleaner it pulls through, check that its not plugged. With excessive blow by or plugged pcv, oil vapor will backflow into the felt filter gunking it up. Give us a shot of the other side. The bit youre holding in your hand however will tell you part of what we need to know. Plug it back into the valve cover, and stick your finger over the end that goes to the air cleaner and check for vacuum or blow by. If you have no vacuum, could be a leak elsewhere, no vacuum, excessive blow by. If theres good vacuum there, well, i reckon we wouldnt be having this conversation.

Thanks! The PCV looks good, and rattles (check ball rattles freely)

Soo, no vacuum or pressure on the vent to air cleaner. Shot vid on iPhone but it doesn’t want to upload

Sorry, that was the only shot I had of the engine compartment that showed the caps on both valve covers; the vacuum hose perfectly hid the PCV valve the way it was draped. The breather is actually on the driver's side cover, as it just has the nipple for a hose, while the cap on the passenger side has the grommet for the PCV valve. I could have reversed them, but that would have required a longer and more circuitous route for the vacuum hose to get to the right-pointing port on the base of the carburetor.
