If you buy a used PSOM on ebay or wrecking yard, though, it may be cost effective to just try by replacing (I'm not a big fan of "replace stuff until it's fixed" type of repairs).
The PSOM is the electronic circuits on rear of speedo head. I've seen instrument clusters on ebay for $25-75, which will give you spare gauges for later use.
Make sure to get a 94-95 unit if this is for your '94.
There are slight differences in years.
92-93 = same
94-95 = same
96 OBDII = stand alone
96-97 OBDI = ??? (hd F250-350's)
Tach and non tach units are interchangable. It may be a good time to install new cluster with a tach if you don't already have one.
Replacement is a piece of cake. 15 minutes out, 15 minute in.
The PSOM retains the mileage, so you will inherit the donors mileage.
My PSOM was acting up on hot days only. Many others experience this on hot days also and the problem evidently was a bad solder joint.
well, i went to local salvage yard pulled a PSOM from a '95 F150. it cost me $70.

For clarity reason I want to mention that the gauge clusters are year specific as mentioned before but, I understand that the PSOM should work out of any year 92-96 F or E series.
