there should be 2 plastic clips that hold it in place. One on each side. Just close the ends together and push them out. You should be able to pull the filter away from the frame rail. For the next part you need a special tool to release the fuel line. I picked one up at napa for about 10 bucks. Just pop the tool in there and pull the line off. When I did mine I didn't even depressurize the fuel lines. A little gas leaked out but it was minimal.

Most ford trucks have 2 fuel filters a primary and secondary the one you are talking about is the prim. and it just unscrews the best way to get it off is to use a strap type oil filter wrench. the sec. filter is after the fuel pump to can this one you have to pull the fuse to the fuel pump to relieve pressure the primary is not under pressure.

OK, first of all, DO NOT take the bottom off of the reservoir on the switching valve. It is NOT meant to be serviced. The fuel filter itself is farther up the frame rail just past the pump. It is a metal can roughly in the area where the engine meets the bell housing. This is the only service filter on the truck.

sorry I was wrong on the sec. filter I was going by my 87 bronco 2 but i just went out to my truck 5 min. ago ( 85 F-150 5.0L ) and it dosn't have a sec. filter but it does have a filter just after the tank switch it is a black plastic can I just took mine off and the filter is in there it has a fram #CG 3970 it was hard to get off but I just use a large pair of channel locks but be careful not to squeeze to hard or you will be off to the wreckers to get a new one.

well maverick i am almost positive i dont have this filter like i think you mean if i got youre point right there apears to be no filter in line before (toward the back of the truck from this i guess switching valve ) and for the other author whos name i cant remember i will look tomorrow but i didnt think there was anything on atleast the flat part of the frame ahead of(toward the grille)of this pump and also if this switching valve filter is not meant to be changed why does my local parts store list 2 (1 being for this) in theyre catalog and also stock it??
just as a reference this is what i see :
