EGR Valve
Is the EGR supposed to get hot enough to burn through a vacuum hose? Also is there any way of knowing if it's bad or not?

It shouldn't be that hot. It has a rubber diaphragm inside of it. I will reach around and push on it to test them. Sometimes they will stick open due to carbon deposits.

Hook up a hand-operated vacuum pump to it, apply some vacuum, see if it opens/closes properly.

Would it cause bad gas mileage also if it's stuck?

Not necessarily, since it is open normally going down the road, but it can at slower speeds.
