Not to mention, any (local, state or federal) law enforcement official or air polution control officer can issue a citation requiring that it must be smoged only by a US refereee station for the life of the vehicle or impounded, registration revoked until repairs made and certified at a referee station. Not worth in IMHO.

No. Under federal law, you can't even touch the factory cats until you reach 5 years/50K miles. After that, you can replace all 4 with hiflo units, but you must replace all 4 units. If you did that mod, if you are very lucky and don't get caught on the street, at your 1st smog test, one of 3 things will happen....
1. The tech will just cancel your appointment pretending not to have ever seen your vehicle
2. Electronically tag your vehicle & fail it for modified emission control systems
3. You'll find a tech to bribe, and in a year or 2 when they are caught, an inspection warrant will be issued, your truck inspected and impounded.
i live hear in pasadena,tx and it seems that no one cares if u have cats or nots all my buddies with there 99+ chevies dont have cats..they sound really good..i only want to take two off.. and i know a couple of places that will still pass u like that.
This isn't the 80's, todays catalytic converters are actually quite good. In non-emissions states, it's not a big deal, but it is still illegal. There are plenty of places to spend money before you need to get rid of the cats, heads, intake, cam, torque converters/clutches, gears, ect.
The tuner will clear the codes. You might get lucky and be able to tie the post cat sensor to the frame and let it breath fresh air without throwing a code. However it's a long shot. O2 simulators are illegal and getting scarce, Casper's electronic's was a big manufacture of them until the EPA got on their *** big time, now they will not even talk to you about them. Your best bet in this case to have a tuner delete them, my Sniper Special Forces can do it, I would think SCT could, and any Dyno tuner should be able to as well.
Even if the state inspections are non-existant and your local/state law enforcement turns their heads, a federal EPA officer has full enforcement authority and it will get ugly.
