With your future DP, if you get much more than 25lbs of boost you are getting in to an area where the efficiency of the turbo is gone and will eventually be doing damage to the turbo. Right now it probably won't be a problem.

I believe you have to unhook the red hose AND shorten the rod to get the full effect. I unhooked my red hose and couldn't really tell much difference, other than while idling if I stabbed the throttle it took longer to come back down to idle. If you unplug the red line, make sure you cap it somehow (I stuck mine on an IC clamp).
Look at the driver's side IC pipe, it will have foil on it. Peel it off, done. My 99 didn't have the foil so I haven't done it, but it should be pretty straightforward. Adhesive remover or WD-40 might help get the glue off the IC pipe.
Wastegate delete won't make a difference in turbo sound. If he wants more turbo whistle throw a wicked wheel in the compressor side of the turbo (wicked wheel is basically a stock wheel from a 94.5-early 99, search Ebay they are always on there, usually run $80 or so).
I just pulled the red line off the actuator and I got more boost instantly. With the stock wheel it overboosted and surged, but now that I have the WW on, it doesn't surge or overboost, and had a much cooler whistle!

Joe- did you notice any SOP change, or could you only tell from looking at your boost gauge? And how did you cap the line? (I was suspecting a leak when I pulled mine off and poked it on the IC clamp).

Yes, I notice it on the SOTP meter. I obviously see it on the gauge as well. Best & easiest way to cap that line is exactly what you did. Mine's been that way for about a year now.
john, you can do the 6637 mod to his new truck too, and you still need to do it to yours..... lol. that will give him a bit more turbo sounds. changing the muffler will also give him alot more noise too,
its already straight piped. and i know he needs to. i did the mod to my truck today. believe it or not but if i granny it and keep light on the go pedal i figured i'm gettin 20mpg around town. figure a quarter tank is about 4 gallons and in a quarter i went 80 miles
