some times the steer will have pressure against the swtich and not allow it to turn. Back the steer off the lock and try turning the switch. I park on a fairly steep hill and having to have the wheels turn for safety, this happens regularly.
FYI-Culprit was 10A fuse in PD box under hood. Fuse was listed as Trailer Brake, Right Flasher fuse.
Makes no sense to me but I was tipped off by a close friend who had a 96 version of truck. He said that he pulled into a lot one day pulling trailer and the same thing happened. Everything locked on the steering column including ignition tumbler. He tracked it down to a blown fuse in the PD box.
Sure enough, popped the hood and found a 10A fuse blown. Replaced it and wheel loosened and truck turned right over......

The wheel and ignition lock must be driven my a relay and/or soleniod.
