Does anyone know the logic for its operation? In the past mine only worked when in park, idling cold, the fast idle comes on, then the bypass. As soon as I touch the brake, the fast idle drops and bypass closes. Once underway I've never heard it come back on.

the logic is...the ambient air temp sensor, along with oil temp and a few other sensors i dont remember right now send signals to the PCM. when all of the factors are in the right combinatino, the PCM tells the EBPV to close in order to warm up the engine faster. about 90% of the exhaust gasses are blocked when the valve is closed, in order to recirculate them and warm the engine up in cold conditions.
Well, it sounds to me like you're on the right track. I would definitely check the EBPS tube and the sensor itself to make sure it's working properly. I've never heard mine close while moving, but it doesn't get as cold here as it does in other places. If your truck is cold enough, it will call for the EBPV to close. It uses the EBPS to make sure it's doing what it's supposed to. If the EBPS is failing or the tube is clogged, it may do what you describe.
The key is the temp -- if it did it all the time, I would be thinking something else like boost leak (boots probably) or maybe up-pipe. Since it's only a cold thing, then I'd be looking hard at the EBPV/EBPS.

Mine will do it while moving if its horribly cold outside, but only for a few minutes and will open back up if RPM's go up. Just as an FYI...
Ok, temp was only about 30 when it did it. I pulled the EBPS and tube, cleaned it out but it wasn't very bad, about 4k ago. How often do you need to do it? My trucks not a real bad smoker.
