SNUG--just make sure it doesn't leak. I'm sure it has a torque value somewhere, but it's NOT that critical. They are sometimes tough to get off and may require an impact, but it's really not on that tight IIRC.
Mine required an impact to remove. As you said NPCC, I put it back on snug w/ a 1/2 inch drive ratchet. No leaks. No real need to torque on this one (I do torque the fuel and oil filter caps BTW)
No need to realy torque it as it seals with an "o" ring not a gasket, the fuel and oil filters on the jet engines I work on a seals the same way and we just have to hand tighten.
