If you're lucky, that's all it is.
You probably have excessive resistance between your panel's ground and earth ground.
Inspect for the above, also, verify the grounding cable has not been severed. Verify the grounding rod was installed correctly using connectors rated for burial.
If in doubt, install two new rods with new ground cable back to your panel and fix it for certain.
Call an electrician if you are over your head as far as the technical side is concerned. You have a significant safety issue that needs to be fixed quickly.
