Was putting in a new dishwasher but found that even with the breaker out of the box I still had about 6 volts on the black wire at the connection point for the dishwasher. Another strange thing is the wire in the box attached to the breaker is red and at the dishwasher it's black. As far as I can tell it's a dedicated circuit for the washer. Also checked the red wire on (with the breaker out) on the breaker to the ground in the box and got 6 volts.
Have you checked any other circuits to see if you have that 6 volts there.It could be a problem somewhere else in the house.
I found 36 volts the other day on some old **** and tube wiring when I was replacing wallboard in the house. I never did figure it out.

i'd track the run where it enters the breaker panel. sounds like someone ran 12-3, red to the washer breaker, the black to another circuit and shared the neutral and ground. somewhere they legged from the red so you ended up w/ black at the washer. could be bleed from the the shared 12-3. see if the black that should be w/ the red in the panel is on a breaker. let us know
I had low voltage on my house last yr. It was caused by my meter panel. It was overheating & dropping my voltage badly on one side of my panel. Check to see if any other breakers have low voltage.
check to see if the red wire is in the garbage disposal receptacle box. Around here they run 12/3 to the xgarbage disposal outlet box, then run 12/2 to the dishwaser and to the switch for the disposal. If it is wired this way, the disposal would be on a separate breaker and the red wire would be spliced in the disposal outlet box with the 12/2 (black wire) that goes to the dishwasher. check the neutral connections, an open neutral on a split circuit can cause all sorts of weird voltage readings
