Is Emissions Compliant and Performance Possible???
I'm considering a mild cam (Crane 255DEH), lifter, timing set for a 400. Also considering an new intake but have to pass the sniffer in the state of Virginia. Is this possible? If you had to pass the sniffer with a 400, and was looking at performance upgrades, what would you do? Thanks in advance for any advice.

If an HP engine is set up properly, it will pass emmissions better than a stock engine. I have a 300-6, built, that I took through emmissions. There was no visual inspection, though. The readings are: HC 32.8ppm, CO 0.31%, and NOx 647.2ppm. These were all pass numbers for an 84 F-250, and further, I had no cats or EGR!

You should be fine as long as you dont have to have a visual inspection. Here in California I cant add a 4bbl because of that reason. I did install a rv cam and some hi-po valve springs and passed smog with no problem. Good luck

You mean the Comp Cams 255DEH? I've seen that cam in M-block 400s pass the 2-speed idle emissions test easily in Colorado, both with and without smog pump and cat.
With a smog pump and cat, you could get a lot more cam than that to pass emissions. In the 400 buildup article in 09/98 HotRod magazine, they imply (didn't state it explicitly) that they could pass CA emissions with the custom grind cam they used (duration 224/230 @ 0.050").

where I live the N0x and CO3 levels are not set that low for 400s. The emmission's equipment on these engines was not very effective in the first place. A well tuned engine using the regular preperation should make it at least at idle.
