Mike, best answer I can give you is to check with a local technician. A lot of places do "pretests." For example, here in CA when I brought my '79 in to be smogged I had a prestest done. It costs more, but will tell you what you need in order to pass without sending the info to the state with a failing result. I would have failed because I was running to rich to pass the tailpipe test. I would have two concerns if I were you. 1) I assume the thermactor system is no longer (if it was ever installed). Your state may require a stringent enough spec that having the extra O2 to the cat will help. 2) I also assume you haven't fabbed up some sort of EGR to work with your setup...if the state tests for NOx out of the tailpipe - you may be screwed. If the cam was degreed correctly and the carb is in tune you may fare well. Call your local inspection station and talk to them, inquire about a pretest. Best of luck.
Theoretically speaking, anything you do to the intake or exhaust is not emissions legal unless the process has been approved by the smog *****. But in terms of testing, you should be ok unless you're running rich or or lean. They do visuals around here, and all they check for is if there is the presence of cats, so you should be jsut fine.
