I found a 93 F150's PCM under the drivers fender. It was a PIA, I think I was able to loosen the inner skin to remove it, but that was 6 years ago and a customers truck so I could have forgot something.
Run the self test diagnostics, I suck at EEC-IV, but there should be two harnesses under the hood, one single pin and one five pin or so. You short the single to one pin on the big harness and it will run. If you can't get diag to run, then the ECM or harness is toast. Usually if an ECM fries, the truck will not start, but a portion of the ECM could fail or short causing all sorts of problems. What specifically is happening?

94 F350 should be behind the parking brake assembly. You should see the connector sticking through the firewall below the master cylinder.
