adjusting boost?
It has a spring and a rubber diaphram inside it.
The hose is hooked to the turbo discharge, so it sees the pressure the turbo is producing.
The rod into the waste gate actuator must not turn or the waste gate diaphram will be torn and the waste gate actuator will be junk.
Now follow the rod out of the actuator till you see the nut, which is a lock nut.
Loosen that nut while it is still all hooked up.
Now as you follow the arm across the nut, follow it until it ends.
At the end, it goes over a pin on the waste gate arm and is held there with an E clip.
Remove the E clip.
Now you have to overpower the spring in the waste gate actuator to remove the arm from the pin.
Once it is removed, on stock Ford and some ATS turbos the waste gate actuator rod is staked so it can not be adjusted.
If it does not turn easily, remove the female end of the rod.
Count the turns it takes to remove the female end so you can get back to the same place easily.
Now run a tap with the correct thread down in it to clean the threads.
Do the same with a die to the rod so it will turn to adjust easily.
The rod gets shorter to increase the boost, mine was a bit over 1 PSI per complete turn, but my turbo was also new.
So if you want to increase the boost 4 PSI, I would start with 4 complete turns in.
Now put everything back together and go for a drive.
Pay close attention to the max boost with you foot on the floor at upper RPM's, with a stock engine keep it under 15 PSI.
Fuel delivery also affects how much boost you can make.
The max will be when the exhaust starts to turn black.
from what ive been reading it sounds like theres supposed to be some sort of pressure line connected to the wastegate, and on mine it looks like someone plugged it off
i never bothered trying to adjust the wastegate because it looks like the pressure line isnt even hooked up (as seen in first pic)
im not exactily sure as to where this line is supposed to come from, i cant find it anywhere.
the second picture is my best guess as to where it might come from. right next to the air filter there two line, the a hole covered with tape. it was my best guess cause it looked like a line had been removed from there.

As for where the hose on the waste gate goes, you are looking to far away.

There should be a fitting on the turbo outlet before it gets to the intake snail.
With that hose disconnected, there is no use to adjust the waste gate.
With no pressure going to the actuator, it will not open.
Wonder how long it has been like that?
Wonder what shape the head gaskets are in?

hopefully the retard before me just unplugged that so i don't have to mess with the rod.
Yeah im also interested in what shape those gaskets are in espically with 190k
i cut it a little lower and opened the piping and the attached it to the wastegate.
I dont know if it matters or just but i just used some rubber hosing that was laying around and fit snug.
Nothing happened still 20psi at WOT
so i guess i would have to adjust the wastegate now?
or is there something here im not getting?

See if there is any resistance if you blow in the hose to it with your mouth.
No resistance = torn diaphram.
If you did not clamp the hose, it may be leaking, the connections have to hold as much pressure as the boost you are making.
